Privatizing the Serbian Police

The Hungarian Serbia Insajd blog quotes the Serbian Blic on the current rental price list of the Serbian policy. The cash-strapped forces are giving away their monopoly use of their assets. Not only can use rent their volleyball or football facilities, and have your sports gear washed, tried and ironed by their presumably civic staff, but you can also rent a police helicopter (a surcharge is applied for cargo transport), horses, dogs, and uniforms. The prices are reasonable. I am just wondering what if somebody sets up a competitor with the authentic gadgets rented form the police?
