Mr Klaus may go to history if he can play time some eight months or so. After possible victory of tories in UK and a referendum as follow-up may dump the whole project. One may claim that Mr Klaus is giving a possibility to Brits to make a choice which was not possible for citizens in many other EU member states so maybe we could see Mr Klaus as champion of democracy. One good thing with his actions is that it delays Mr Blair's inauguration as "EU president".

Good observations. I agree.

"The Lisbon Treaty is result of difficult bargaining for a compromise on the institutional arrangement of the European Union, the only text that was adopted by 27 nation’s representatives and peoples. It would a spectacular institutional failure if a single Czech citizen could derail the whole project."

You say
Klaus wants to add a personal footnote to the Treaty of 27 European sovereign states...

It just a 'signing statement'
http://www.presidency.ucsb.edu/signingstatements.php#q2

When Bush did it, it was OK - but not for Klaus?

But Klaus is not a president , you say - eh ,.. of the EU - and here is the solution

Offer him EU presidency and he will sign :-)
He sure would be better then Tony Blair - who conspired with Bush to launch illegal war //
